Meet Our Founder

Craig W. Spencer

Founder | CW Consulting

With more than 20 years of experience in public service, Craig W. Spencer brings a unique combination of operational leadership, executive management, emergency services, and municipal administration experience to CW Consulting.

Craig began his public service career in Alpine, Texas, while attending Sul Ross State University, where he earned degrees in Criminal Justice and Business Administration. His early career included serving as a firefighter, law enforcement officer, K9 handler, and member of a federal drug enforcement task force.

In 2011, Craig returned to North Texas, joining the City of Everman's Police and Fire Departments. His career continued to advance through increasingly complex leadership roles, ultimately leading to his appointment as Chief of Emergency Services in 2017.

In 2020, Craig was appointed City Manager for the City of Everman, Texas, where he continues to serve as the municipality's chief administrative executive.

Throughout his career, Craig has developed extensive experience in organizational management, municipal budgeting, strategic planning, personnel administration, public safety operations, intergovernmental relations, emergency management, and community engagement.

His leadership has included navigating complex municipal challenges, developing regional partnerships, overseeing major organizational initiatives, and working alongside elected officials to advance community priorities.

In 2024, Craig was recognized with the William J. Pitstick Regional Excellence Award, honoring his contributions to regional collaboration and public service.

Craig founded CW Consulting with a passion for sharing the knowledge and lessons gained throughout his career. He believes some of the most valuable lessons in municipal leadership come not from textbooks, but from real decisions, difficult situations, professional relationships, and the everyday challenges of serving a community.

Through CW Consulting, Craig is committed to helping current and future municipal leaders develop the skills, perspective, and confidence necessary to succeed.
